Alexey Butovetsky called the notary “the most comfortable partner” of Rosreestr.
“For us, the easiest way to work is with documents prepared and sent by a notary. This includes electronic format, compliance with the law, legally verified wording and legal guarantees,” said Alexey Butovetsky. He also highlighted the technological interaction of the notary with Rosreestr and reminded that registering the transfer of ownership in cases where documents are sent by a notary takes on average 4-5 hours throughout the country.
“Today no one can boast of such speed; “none of our clients enjoy the privileges of notaries,” said a representative of Rosreestr. He also spoke about the importance of the notary taking on new tasks. For example, last spring new rules for obtaining extracts from the Unified State Register of Real Estate came into force.
Head of the Department of Financial Law of the Southern Federal University and member of the expert council of the Committee on Financial Markets of the State Duma, Yuri Kolesnikov, noted that “certification of real estate transactions guarantees legal accuracy and protection of rights of market participants.” He also highlighted the effectiveness of a tool such as settlement through notarial deposit and emphasized that “the notary acts as a guarantor of the legitimacy and reliability of financial transactions with real estate.” Last year, to settle transactions, Russians transferred 218.7 billion rubles to notarial deposit accounts, 57% more than the previous year. On the one hand, this tool provides security guarantees to both the seller and the buyer. On the other hand, it helps to approach payments flexibly and agree on different scenarios for transferring money.
Chairman of the State Duma Committee on Property, Land and Patrimonial Relations Sergei Gavrilov noted that in recent years the number of notarial actions aimed at protecting the patrimonial interests of citizens and legal entities has increased significantly.
