State Duma to consider bill to increase fines for air rioters – Rossiyskaya Gazeta

According to the Main Directorate of Transport of the Ministry of Internal Affairs of Russia, in 2023 more than 15.5 thousand administrative protocols were drawn up against citizens for illegal actions, including 7.78 thousand for minor hooliganism, 6.76 thousand for being in a state of intoxication, 690 – for smoking on board, 319 – for failure to comply with the orders of the aircraft commander. The total number of problematic passengers with whom airlines terminated their transportation agreements increased by 11% last year.

But the fines are now too small: for minor hooliganism (500 – 1,000 rubles), for smoking on board (500 – 1.5 thousand rubles), for being drunk (500 – 1.5 thousand rubles), for failure to comply with the orders of the aircraft commander (2 thousand – 5 thousand rubles).

At the same time, there are strict penalties for violations on board aircraft in various countries. In Britain, for minor vandalism on board, you can be fined up to 5,000 pounds, and for smoking on board with an unextinguished cigarette, you can be sentenced to several years in prison, which is considered an attempted terrorist attack.

Thus, it is proposed to introduce fines for smoking from 3 thousand to 5 thousand rubles, for failure to comply with lawful orders of the aircraft commander – from 8 thousand to 12 thousand rubles, for minor hooliganism on board an aircraft – from 5 thousand to 10 thousand rubles, for being on board an aircraft while intoxicated – from 5 thousand to 10 thousand rubles.

“Air rioters are a direct threat to flight safety. Hooligan behavior, smoking on board, alcohol intoxication and the corresponding behavior, disobedience to the demands of the aircraft commander – all this entails serious risks for law-abiding passengers. , many begin to “relax” on the plane, ignoring safety requirements. At the same time, it is necessary to make the amount of fines in force according to the norms of the Code of Administrative Offences for illegal actions on board an aircraft. This makes them much more sensitive,” explained one of the authors of the bill, head of the State Duma Committee on Labor Policy and Veterans Affairs Yaroslav Nilov.
