As Moskalkova reported on her Telegram channel, this occurred in accordance with the federal constitutional law “On the Commissioner for Human Rights in the Russian Federation.” The Ombudsman presented her report for 2023 to the head of the Constitutional Court.
What distinguishes it from previous reports is greater protection of the rights of certain categories of citizens. These are disabled and elderly people, young people, people with mental disorders, indigenous peoples and compatriots abroad.
According to the Federal Commissioner, together with Valery Zorkin they were able to outline ways of further interaction in order to fulfil the common task of protecting the rights and freedoms of Russian citizens.
