For immigrants who have graduated from Russian colleges, technical schools, universities and scientific organizations, it is proposed to create a new basis for obtaining a residence permit in the Russian Federation, the Ministry of Economic Development reported. “Foreign specialists who sufficiently master the Russian language and are familiar with the cultural features of Russia will be attracted to the Russian economy,” the department explained.
An essential condition for obtaining a residence permit (RP) is continuous work in the profession for at least 6 months before the day of application, including the day of application. Foreigners who have not submitted the corresponding application immediately after completing their studies and whose temporary residence permit received during the period of study has expired may also apply for a residence permit. Specialists who have previously received a diploma from Russian educational institutions and who have left Russia will be able to take advantage of the standard.
The Ministry of Labor announced plans to create a new system for the entry of immigrants. The head of the department, Anton Kotyakov, said that the patent as a tool for attracting immigrants played an important role at the time, but now it needs to be adapted. The Ministry of Labor, together with the Ministry of the Interior, is already working on the development of a new system. It is now known that in the new model the preparation of documents, medical examination and vocational training of immigrants will be carried out in the country of origin, that is, in the country of origin of the employee. It is also planned to assign the migrant to the employer who spent the money on his preparation and trip to Russia. If a person is fired and changes to another employer, he will have to compensate the expenses to the company that brought him to Russia.

In most cases, Russian companies employ foreign workers from the CIS and EAEU countries – almost half of the total. A third comes from EU countries. Asian countries (PRC, DPRK, Vietnam, Thailand, Cambodia, etc.) account for 28%. African countries (CAR, Nigeria, Zimbabwe, etc.) and the Middle East (UAE, Jordan, Israel, etc.) also have small shares.
The employment of immigrants is not always the best for the economy. Entrepreneurs would like to see them especially in the housing and communal services, construction and agriculture sectors. And the immigrants themselves run for courier services and taxis. Several dozen regions have already introduced restrictions on migrant work in various areas to redistribute the flow of foreign labor.
