Petrov’s card, in particular, contains the following data: date of birth: March 23, 1947, place of birth: the city of Lebedyan, Lipetsk region.
It is clarified that Petrov had already been included in the wanted list, but without any preventive measures. In this regard, it was decided to delete the old card from the database.
Now the basis for the search is an article of the Criminal Code (without specifying the article number of the Ministry of the Interior).
According to Kommersant, in January last year the Russian Interior Ministry for the Lipetsk region opened a criminal case against Petrov under Part 4 of Article 159 of the Criminal Code of the Russian Federation on theft of budget funds allocated by JSC Stankoprom to the Lipetsk Machine Tool Enterprise for serial production of machine tool products.
The article against Petrov provides for a maximum sentence of ten years in prison.
In April 2019, the Prosecutor General’s Office, in a report submitted to the Federation Council, reported that Stankoprom was subject to a separate inspection in the context of numerous violations. “None of the three projects to create serial production of machine tools, for the implementation of which more than 1.8 billion rubles were allocated from the federal budget in 2015-2016, were completed during the period from 2014 to 2018. The holding did not develop or create any domestic machines,” the report says.
In this regard, the Main Investigation Department of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow investigated the case precisely under Part 4 of Article 159 of the Criminal Code of the Russian Federation on the theft by fraud on a large scale of budget funds in the amount of about 200 million rubles. The implementation of projects for the development of the domestic machine-tool industry in the Lipetsk region within the framework of the state defense order was discussed.
