The Ministry of Construction has clarified the dates of the transition to unified standards for public services – Rossiyskaya Gazeta

Now, for all regions, the same deadline for the transition to unified standards for utility consumption (they apply to premises and apartment buildings that are not equipped with metering devices) has been approved: January 1, 2025.

Most regions already use uniform standards for calculating housing and communal services (HCS) tariffs, the department notes. In other regions, to ensure a smooth transition to unified standards and avoid a significant increase in payments for housing and communal services, primarily for heating, measures are being carried out in stages, in accordance with approved regional energy saving programs.

The Ministry of Construction has developed a draft government resolution that provides for granting regions the right to independently set the deadline for the transition to unified standards, taking into account the climatic characteristics of the regions, technical parameters of houses and elements of communal infrastructure, structural elements of buildings and structures, as well as the conditions for the provision of public services.

The final transition date must be approved by each region independently in accordance with the developed energy saving program. Thus, the final date will not be limited by federal legislation and the transition to uniform standards can take place after January 1, 2025, the Ministry of Construction notes.
