One of the authors of the project, the chairman of the State Duma Vyacheslav Volodin, cited Western experience. According to him, there have been 50 times as many gender reassignment operations in the United States in the last ten years: transgender people (according to 2022 data) 1 million 640 thousand, including 1 million 300 thousand adults (0.5% of the population adult) and 340,000 adolescents (1.4% of all US children ages 13-17). “This is the path that leads to the degeneration of the nation,” the speaker believes. “This is what could have happened to us if we had not approved the law. We are the only European country that is fighting against non-traditional values. Volodin also said that there would be exceptions in the legislation. “There are diseases, they can be diagnosed in childhood. That is written in the law. But when they change their sex, because they woke up in the morning and thought it was not a boy, but a girl, this is wrong.” According to him, the deputies want the Ministry of Health to realize the error, because it issued certificates that became the basis for the change of sex and the corresponding inscription in the documents.
According to the law, medical interventions for the treatment of congenital anomalies, genetic and endocrine diseases associated with a violation of the formation of the genital organs in boys will not be classified as gender reassignment. For this, a medical commission must meet.
If, despite everything, the data on the change of sex of one of the spouses are entered into the register of the civil status act, then the marriage will be annulled. In addition, people who have changed gender may not be adoptive parents, guardians and trustees.
The new law will enter into force from the day of its official publication.

And I would like to emphasize that the ban on gender reassignment is not a restriction of freedom, but the protection of common sense and the preservation of traditional values. This is expressed in our Constitution, in the Fundamentals of State Policy and in other documents.
The “values” that the West diligently propagates to us are alien to our country.
