Recall that a year ago on the BRIF site the decision was made on the comprehensive development of the Ust-Kut region. It was decided to start the project with the development of a master plan for the territory. Today the document is ready. The works lasted a year and had the support of the regional government, the municipal administration and citizens.

The general plan assumes that more than 470 billion rubles in investments will arrive in the territory. Of them, 59.6 billion are allocated to infrastructure development. Funding sources are provided: federal, regional, local corporate funds. By implementing the master plan, the population of Ust-Kut until 2034 should grow by two percent and change qualitatively: they will be highly qualified specialists, with higher salaries and comfort requirements.

During the in-person session, the master plan was presented to potential investors. 16 lots were offered for consideration, from technology parks to resorts. The guests were interested in everything: the population of the Ust-Kutsk region, the percentage of educated young people, the level of salaries, the availability of housing, the state of infrastructure. Representatives of the local administration and the developers of the master plan tried to give comprehensive answers, however, according to the guests, “to make serious decisions, a deeper analysis is needed.”

“In my opinion, the on-site session in Ust-Kut was very fruitful,” said BRIFA expert, CEO of RiskTEKonsult, Vladimir Orlov. – Potential investors are convinced that there is scope here to invest their efforts and resources. But they still have questions, mainly regarding infrastructure (roads, utility networks) for which there are still no answers. And here the State must assume certain obligations. And, of course, other large public and private companies operating in the Ust-Kutsky region should also join the process.

According to the expert, to implement the idea of ​​the Irkutsk Oil Company (INK), to turn the Ust-Kutsk region into an area where one would like to live, the centralization of all processes and “complete clarity” is necessary. .

“An investor will not invest in a project until he is convinced that it is beneficial to him,” Orlov explained. – And from this point of view, many of the lots presented require further development.

The regional government discussed the same. As noted by the participants at the meeting, today Ust-Kut is becoming a center of sustainable development and innovation, strengthening its strategic position as a key transport hub of the Baikal-Amur main line and the main port of Osetrovo. Today, small towns in which important investment projects are being implemented that create a multiplier effect for the development of the region require special attention from the State.

“Thanks to the implementation of INK projects, Ust-Kut and the region as a whole are experiencing a second wave of industrialization,” said First Deputy Chairman of the Government of the Irkutsk Region Ruslan Sitnikov. – Of course, this is a project that has a significant impact on the life of the territory. I am sure that we will be able to outline new steps in joint development and activities and identify new areas of interaction.

The result of the meeting in the government was the decision to create a project office that will work on the principle of a single window. Potential investors will be able to obtain in one place not only complete information about a specific lot, but also information about business support measures. The Industrial Development Fund of the Irkutsk Region, the My Business Business Center and the Development Corporation of the Irkutsk Region joined the work.
