The first cargo processed at the special zone terminal was equipment for the company Global Beverages LLC, a resident of the SEZ. The investor does not rule out further expansion of capacity in Voronezh.
In addition to the terminal, until 2025, on the territory of the SEZ, through an infrastructure budget loan, it will be necessary to build a railway line, a water intake with a water treatment station and a turning area with parking, and install video surveillance and power supply systems. “As part of the infrastructure loan, we received 976.9 million rubles for the Central SEZ and approximately 200 million for the Maslovsky industrial park,” recalled First Deputy Minister of Economic Development of the Voronezh region Konstantin Khoroshev. – Almost all of the engineering facilities we have announced have already been built on these sites, allowing future residents to connect to networks and build businesses.
The Maslovsky area is being improved with IBC funds. This provided employment for 100 people. The regional government estimated that for the period 2022-2037 additional tax revenues (as a result of the project) will exceed 676.1 million rubles.
Until the end of 2023 it will be possible to complete other projects financed by the IBC, Khoroshev noted. We are talking, in particular, about the infrastructure for the integrated residential development of the Leningradsky quarter and the Ozerki territories in Voronezh. For this, 4.5 billion have been allocated (with the prospect of receiving double that in the form of taxes within 17 years). The construction of the VPS-21 water lifting station, which has long been talked about in the city, will help ensure uninterrupted supply to the Left Bank region.
Among the infrastructure projects aimed at supporting integrated residential development are the construction of two four-lane roads on Zagorovsky Street and on the section between Shishkova and Timiryazev streets (total length of 4.5 kilometers), as well as the construction and reconstruction of storm sewer networks in the area. IBK funds will amount to about 4.1 billion rubles, and tax revenues in the medium term will reach 6.5 billion. In addition, 416 million were received for the construction of two water supply lines and a pressure sewer in the developing microdistrict on Izyskateley Street (additional income to the treasury for the period 2023-2039 will exceed 849 million). In Ostrogozhskaya the existing highway will be expanded for 475 million in the interests of the residents of Shilov. Officials have estimated that in 2023-2040 this will give the region’s budget up to 3.2 billion. In 2024, construction of a storm drain with treatment facilities for the Novoye Otradnoe residential area and the Ozerki residential complex will begin. The sewage pipeline will be extended through the built-up areas of Voronezh and the Novousmansky district to prevent flooding. For this, 618 million have been borrowed and in 16 years almost 1.2 billion will be obtained in the form of taxes.
– The IBC tool allows you to implement large-scale infrastructure projects without overloading the regional budget. In 2022, the Voronezh region received approval for applications worth 11.3 billion rubles. The funds will be received in installments until 2025. We withdraw funds at three percent annually for a maximum of 15 years (that is, about three billion will accumulate). But the additional tax and non-tax revenues to the regional budget will be nine billion more than the amount necessary to pay the loan with interest. That is, we will ensure the replenishment of the budget. An important effect will be the creation of jobs, the solution of social problems and the attraction of large private investments. If we allocate 11 billion from the Treasury to these projects, through the construction of housing and businesses the total volume of investments will exceed 330 billion,” Konstantin Khoroshev emphasized.
As an example, he cited the revenue forecast that will result from the commissioning of VPS-21. The station itself will generate tax revenue by paying the personal income tax of the staff. At the same time, a normal water supply (in Voronezh there are places where pressure problems persist) will contribute to the sale of apartments in Ozerki: taxes will be paid both on it and, during the construction process, on the salaries of employees . and from the profits of the organization that is building the block.
For one year and nine months of implementation of infrastructure projects with IBK money, the consolidated budget of the region received an additional 956 million rubles, as determined by the state public institution “Tax Revenue Center of the Voronezh Region”.
In 2023, a similar mechanism for financing infrastructure projects was introduced at the federal level: special treasury loans (STC). They are also granted to the regions for a period of up to 15 years at three percent per year with the right of early repayment. The principal debt is paid after the third year of use of the funds.
For the Voronezh region, two JCCs for housing and communal services in the amount of 874.5 million rubles were approved. The largest part, about 500 million, will go to the construction of a backup to Moskovsky Avenue in the Cominternovsky district of Voronezh. The highway will connect Antonova-Ovseenko Street with the city center, relieving the existing road. The task is more than pressing, given the daily traffic jams on the avenue and the fact that they want to put another 165 thousand square meters of homes into operation in the area.
The rest of the amount will go to the Sovetsky district: for the modernization of the boiler house at 75 Svobody Street, the replacement of the water supply in the area of the Emergency Hospital No. 1 and the reconstruction of the right bank. wastewater treatment facilities, said the head of the State Public Institution “Tax Revenue Center of the Voronezh Region”, Sergei Konoplin. According to him, all projects are already underway and bring additional income to the treasury. Another special loan worth 800 million was taken for the purchase of 71 buses, but this has no economic effect, Konoplin noted.
According to experts, the funds raised through the JCC will indirectly support construction (the commissioning of 261.8 thousand square meters of housing), attract extra-budgetary investments into the economy in the amount of 21.1 billion rubles and others 1.3 billion to the regional budget.
– In the so-called infrastructure menu, together with IBK and SKK, infrastructure bonds are also presented to support complex residential development. The mechanism is more complex and therefore not very popular. But in the Voronezh region it is also used to provide infrastructure for housing development in the apple orchard area. Another item on this menu is loans from the National Wealth Fund to modernize worn-out water supply networks. But they are not delivered to the constituent entities of the Russian Federation, but directly to resource-supplying organizations, Konstantin Khoroshev added.
