Why air conditioners in public transport in Kuban do not work in the heat – Rossiyskaya Gazeta

RG correspondent tried to find out: Are there any changes expected to solve this seemingly almost insoluble problem?

As reported by the Krasnodar administration, drivers of public transport equipped with air conditioning must turn it on at the first request of passengers. For violation of Part 3 of Art. 33 of the Code of Administrative Offences, a fine of 20 thousand rubles is provided. All complaints received, including those related to non-working equipment, are transferred to Rostransnadzor employees, whose specialists are authorized to impose fines for detected violations.

The traffic police department of the capital of the region announced the restriction of departures of buses without working air conditioning. Now, in addition to checking all components and assemblies, inspectors must also pay attention to the condition of air conditioners in public transport. The inspection will be considered passed only when the deficiencies are eliminated. In case of non-compliance with the established requirements, the carrier may not only be fined, but also deprived of the route. But only on condition that the presence of air conditioning is specified in the contract. For carriers who continue to operate on the so-called unregulated tariff, the application of such sanctions is limited by law. In addition, there are still many outdated trolleybuses, trams and buses in the city.

According to the City Council’s Department of Transport, half of the 1,520 public transport units are currently equipped with air conditioning. But it is only a matter of time: the city is gradually updating its rolling stock. Thus, 103 trams and 72 trolleybuses have been purchased over the past five years. The new equipment is, of course, equipped with air conditioning, but, according to the deputy head of the city’s transport department, Viktor Balatsky, these regularly break down.

– A manufacturing defect was found in cars purchased under the Safe and Quality Roads program: air conditioners are installed, but they do not work. Now transporters are trying to get the companies that produced the equipment to fix the problems, Balatsky explains. – Some of the trams and trolleybuses purchased in Belarus also had manufacturing defects. We are in correspondence with specialists from the company. We hope that they will come to Krasnodar to carry out repair work on site. The situation with public transport in Krasnodar is still quite difficult and, due to the heat, it gets worse every summer. The solution is to modernize the entire transport system of the city, which requires huge financial costs. With the help of citizens, we continue to identify weak points and try to convince private transporters of the need to install air conditioning in vehicles running on municipal routes.

But in Novorossiysk, following complaints from passengers, guilty drivers are summoned to meetings of disciplinary committees. The office of the mayor of the port city said that each incident is being investigated and CCTV footage is being seized and studied. And if the information that although there is air conditioning, the driver refuses to turn it on is confirmed, the carrier is deprived of the route.

“The Department of Transport and Road Facilities, together with representatives of the public, conducts daily raids to monitor the operation of public transport in order to improve the quality of passenger transport,” explained the press service of the mayor’s office. If a malfunction of the installed air conditioning systems is detected, the driver refuses to remove them, and the owner of the vehicle is summoned to a meeting of the disciplinary committees, which have developed various measures to influence the offenders.”

In general, all this, of course, looks threatening on the part of the authorities. It remains to be seen how such measures will affect carriers. After all, after a short break, in the first days of July the heat again fully affected the largest metropolises of the Kuban.
