Super Saiyan 3 was not very common in Dragon Ball combat.
There are several reasons why Goku, during his return to Earth for a limited time and subsequently never used this technique again after his battle with Majin Buu, and the truth is that he himself pointed out that this technique consumes so much energy that it literally shortened his stay in the world of the living.
But it looks like there are more reasons behind them because even when he came back after dying, he didn’t perform Super Saiyan 3 anymore and the whole point is that it is a transformation superior to Gohan’s Super Saiyan 2 transformation.

Goku once mentioned in Dragon Ball that this SSJ3 transformation consumes too much energy during a fight, so if the opponent were at a similar power level, staying in this mode would cause him to lose just due to sheer fatigue.
In that sense, fighting this way was not at all convincing, which is why Goku doesn’t use it again, even Vegeta doesn’t bother reaching this level since it’s a somewhat incomplete transformation, besides the fact that they decided to go straight to Super Saiyan Blue, Ultra Instinct, Ultra Ego and even Beast.
