According to him, last winter the problem of extreme deterioration of heating networks in the regional center became more acute. An investigation of the incidents on January 11 and 17, when a significant part of Novosibirsk’s Left Bank was left without heating supplies, showed that 72 percent of the city’s heating networks have already reached their standard service life. . The complex geological situation in this area was aggravated by the lack of storm sewage, the circular nature of the heat supply system (historically, sources operate in a single network circuit) and the lack of preparation of management companies to work with the housing stock during large-scale disruptions.
The governor of the Novosibirsk region, Andrei Travnikov, said that maximum attention is being paid to the heat supply situation in Novosibirsk.
– Following my instructions, the operations headquarters and the commission to investigate the causes of the accident were headed by my deputy Sergei Semka. There are three main reasons for the accident and its large-scale consequences. The first is excessive wear of heating networks. The second is the inoperability or impossibility of using control and shut-off devices in the ring heat supply circuit in an emergency. And the third reason was revealed during the elimination of the consequences of the accident: the shortage of emergency repair equipment in real estate companies and homeowners’ associations is clearly seen,” Travnikov said.
He also said that an agreement was reached with SGC management to adjust the repair program for 2024-2025.

“We agreed that SGK will adjust the repair program for 2024-2025 and implement additional measures aimed not only at accelerating the replacement of worn-out networks, but also at restoring the normal ring heat supply circuit on the left bank,” Andrei emphasized. Travnikov. .
The work will be carried out within the framework of the SGK’s large-scale investment program, adopted in 2022, when, by order of the Russian government, Novosibirsk was transferred to the heat supply pricing zone. According to Igor Luzanov, a total of one hundred units of generation equipment will be renewed this year, including fourteen of the main equipment of the thermal power plant. The company will allocate 7.5 billion rubles to improve the reliability and environmental safety of the stations. As for heating networks, the replacement and new construction plan covers 72.5 kilometers in Novosibirsk and Kuibyshev, investments will amount to 5.2 billion rubles.
Thus, in total, in 2024 SGK will invest a record 12.7 billion rubles in the program, including 6.2 billion as part of concession obligations in Novosibirsk and long-term investment programs in Novosibirsk and Kuibyshev.
Particular attention will be paid to the left bank of Novosibirsk: within the framework of the already mentioned agreement between energy workers and the regional government, about one billion rubles will additionally be allocated to improve the quality of heat supply. Furthermore, this time they will not limit themselves to covering banal holes: one hundred alarm and flood control sensors will be installed in the area in thermal cameras at key points and two hundred acoustic leak control sensors.
All of them will operate online as part of the Dry Cell program. Also on the left bank, a large-scale replacement of shut-off valves will be carried out and a replacement unit will be built from the heat supply zone of CHPP-3 to the zone of CHPP-2.
“The program aims to increase the reliability of heat supply to 850 houses in the Leninsky and Kirovsky districts of the city, that is, about 490,000 inhabitants, a third of all the city’s inhabitants,” said Igor Luzanov.
This year, special attention will be paid to work culture and the improvement of territories after the replacement of heating networks. Recall that last year, due to the first snowfall, contractors did not have time to put six repair areas in order, which caused fair criticism from the townspeople. Work on them is expected to be completed within a month.
The heating season in Novosibirsk will officially end on May 16, and at the same time hydraulic tests on heating networks will begin. The schedule of planned shutdowns has already been published in SGC and it is highlighted that in some areas their duration will be reduced this year through the use of mobile pumping units.
In addition, for the first time in Siberia (SGK decided to use the experience of St. Petersburg), online diagnostics will be carried out using special robots. In total, 32.5 kilometers of heating networks will be tested, mainly on the left bank of the city of Novosibirsk.
