If such a threshold were set in 2023, taking into account the deflator coefficient, a foreign citizen would have to pay 10,896 rubles per month. This follows from the bill of the SRZP faction.
The document is intended to support citizens of the Russian Federation in the labor market and in the field of employment, one of the authors, the head of the State Duma Committee on Nationalities Gennady Semigin, told RG.
“We propose to increase such an indicator as ‘a fixed amount of personal income tax advances for foreign citizens’, which immigrants pay in the course of employment, from 1,200 rubles to 4,800 rubles,” he specified. “The quantity base is subject to indexation by the deflator coefficient and the coefficient, which reflects the regional characteristics of work, established by the subjects of the Federation.”
The rate increase, he said, will serve as an additional federal guarantee of support for Russian citizens in the field of labor relations in all regions of the country. “And the proceeds can be used to implement measures to reduce unemployment among Russian citizens, expand the measures implemented under the social contract, optimize migration control, which will help curb shadow migration,” the politician added.
He cited expert data, according to which the number of foreigners who came to work in Russia in 2022 alone reached three and a half million people. 90% of them are collective citizens of Uzbekistan, Tajikistan and Kyrgyzstan.
“There is a strong opinion that immigrants are cheap labor,” Semigin said. “However, now this no longer corresponds to the real situation. There has been a steady increase in the income of migrant workers, more than 1.5 times. observed since 2020. The average amount of transfers to their home countries today is 48,000 rubles. Rosstat also claims that the average average monthly salary in the Russian economy was 32,422 rubles in the same year 2020. What does this mean? That foreigners, who, with rare exceptions, are not highly qualified specialists, sometimes earn more than Russians in our country.”
The document foresees modifications to the tax legislation regarding the calculation of personal income tax, it is assumed that the pertinent modifications will enter into force on January 1, 2024.
