The key area of cooperation is the supply of Russian oil and oil products. At the same time, the Ministry of Foreign Affairs of the Russian Federation notes that our country, in trade agreements with India, has accumulated limited convertible billions of rupees in accounts in Indian banks, which it cannot use. And then the question arises how to convert rupees to another currency.
At the same time, there is a constant shortage of supply in the car market of our country, which leads to an increase in prices for all categories of vehicles. The market share of the leader of the Russian automobile industry, OAO AvtoVAZ, is rapidly declining and is less than 30%. At the same time, dependence on the supply of cars and vehicle kits is growing from China, which occupies 45% of the new passenger car market as of June 2023.
The solution to all these problems can be found by converting the accumulated rupees not into another currency, but into technology and investment.

Such experience, according to him, made it possible in 1966-1971 to build the largest automobile plant in the USSR in Tolyatti, equip it with advanced equipment and start production of the VAZ 2101 car, which was a breakthrough for our country at that time. time. At the first stage, more than 800 gearboxes, components and assemblies were supplied from Italy, then the production of components at dozens of factories throughout the USSR was mastered.
In the case of an Indian technological partner, the sequence can be the same: the supply of the necessary equipment to various production sites in the Russian Federation, the transfer of technology and copyright, and the adaptation of the design to Russian conditions.
At the same time, it is obvious that the rupees hanging on the accounts in Indian banks belong to the Russian oil and gas giants. They could convert them within the framework of this project into shares of the corresponding assembly companies on the territory of the Russian Federation. Supply technical fluids for them, produce fuel for a growing number of vehicles in the Russian Federation.
Therefore, Anton Shaparin invited all interested ministries and departments to work on this issue.
