The main report was prepared by the auditor of the Control and Accounts Chamber (CAC) of the region, Vasily Krukovsky. According to data from him, the number of unfinished construction objects of state and municipal property from 2019 to 2022 increased by 312 units, the total estimated cost of objects decreased by 10.9 billion rubles. Last year, of 2,496 “unfinished” objects, 1,227 were eliminated (some of them were finished and transferred to other balance holders). These include apartments for orphans, boiler rooms and first aid stations.
“Plans to reduce the number of unfinished construction projects of the Ministry of Transportation and the Ministry of Construction by 2022 have not been fulfilled,” the auditor said.
The question from committee vice-chairman Dmitri Kozlovsky concerned the cost of funds needed to examine 600 unfinished objects.
– My orders include the hospital building No. 34. Just for its examination, 50 million rubles are needed,” the deputy noted.
– What facilities will be decommissioned or subject to termination? – asked deputy Evgeny Smyshlyaev.
The region’s Construction Minister Aleksey Kolmakov said that within six months priority facilities will be identified and, secondarily, those that need to be completed.
“There are many objects, the budget will not last one year, nor two, nor five,” the minister evaluated the volume of “pending work.”
Deputy Vyacheslav Ilyukhin compared the plan to reduce the volume of unfinished projects in 2022 with what was actually done: “As for our competent ministry, 70 unfinished construction projects were planned to be completed. 12 have already been completed. In fact, “The work was completed at three sites, this is less than five percent.”
The participants in the meeting raised the issue of the construction of the fourth bridge and the metro station, which are also on the list of pending projects.
“The situation cannot satisfy anyone: hundreds of millions of budget rubles are frozen,” Oleg Podoima, chairman of the construction, housing and communal services and tariffs commission of the regional parliament, summarized during the meeting. – Money that should be in social institutions, in apartments for the poor, orphans. These funds could work for the Novosibirsk region.
The President said that a clear list of criteria has been drawn up to classify objects as unfinished constructions. Thanks to this, the dynamics of reducing the number of objects and financial resources that remain “unfinished” will be determined.
