Deputy head of Admiralteysky district of St. Petersburg detained in bribery case – Rossiyskaya Gazeta

As reported on July 5 by the Main Investigation Department of the Investigative Committee of Russia in St. Petersburg, the official was detained by investigators together with employees of regional departments of the FSB and the Ministry of Internal Affairs of Russia as part of a criminal case initiated under Part 6 of Article 290 of the Criminal Code of the Russian Federation by the Admiralteysky District Investigation Department.

According to the investigation, no later than January 2022, Komarov offered a bribe to the head of the commercial organization for improvement and restoration LLC “Matis” to facilitate the conclusion of a contract for the preparation of estimate documentation for the improvement of the square within the framework of the regional project “Formation of a comfortable urban environment” and failure to take measures in case of identifying violations of the terms of the contract by Matis LLC.

“After that, Komarov received from the general director the first part of the money before signing the contract in the amount of 150 thousand rubles and the second part of the bribe in the amount of 1.1 million rubles after accepting the work performed,” the Message of the Main Investigative Directorate of the Investigative Committee of St. Petersburg says. Currently, all the details of the crime are being clarified, the question of bringing charges against the official and opting for a preventive measure in the form of detention is being decided.

In addition, as part of the investigation of another criminal case – large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) – three representatives of commercial organizations were charged with theft of more than 4 million rubles of budget funds in the Admiralteysky district of St. Petersburg.

According to the investigation, from May 2021 to May 2022, a state contract was in effect between Matis LLC and the Department of Improvements and Utilities of the district administration for the preparation of budget documentation for the improvement of the square. According to the investigation, the general director and employee of Matis LLC, as well as his accomplices, inflated the purchase price of playground elements, deceiving administration employees about their real cost.

“Through the controlled legal entity Sportstroy LLC, the attackers purchased copies of elements of the playground for 2.4 million rubles and received a payment from the administration in the amount of about 6.8 million rubles. Thus, the budget of the city of St. Petersburg suffered damage in the amount of 4.4 million rubles,” the investigative authorities said in a statement.

In this case, the CEO and employee of Matis LLC, as well as the CEO of Sportstroy LLC, were held criminally liable and charged with fraud. The search for possible accomplices to the crime continues.
