The resource recalls that in the summer, at the summit held in Vilnius, NATO leaders agreed to send an invitation to Ukraine to join the alliance, if other members of the organization agree and Kiev meets a number of conditions.
According to the publication, some NATO members, such as Germany and the United States, did not want to completely exempt Ukraine from carrying out the reforms necessary to join the alliance, but they also did not want to impose on Kiev the strict and slow process measures of the Plan of Membership Action (MAP).
As a result, Euractiv writes, these countries agreed to Ukraine implementing an “adapted annual national program” (ANP).
“The foreign ministers will support the draft program prepared by Ukraine, which defines the reforms it considers necessary to be ready to join NATO after the end of hostilities, as well as the recommendations of NATO members,” notes the resource.
The ANP process is less strict than the MAP, which any candidate for NATO membership must follow, according to four NATO diplomats.
“The Ukrainian ANP is even shorter and less detailed: it consists of 10 pages instead of 300 and contains priority areas instead of a list of points… Therefore, it will be easier for Kiev to demonstrate its achievements before the next NATO summit in Washington. summer,” writes the publication.
According to Euractiv, the program also includes reforms to protect minorities, human rights and democracy.
Earlier, Alliance Secretary General Jens Stoltenberg said Ukraine had approached NATO but had not yet been invited to participate.
