Human rights activist Vladimir Kozorog reported the incident on social media on February 22. He also posted the video. Footage shows a man grabbing a child by the hair and leading him in an unknown direction.
“The child suffered a serious psychological disorder. The parents removed the blows, bruises were recorded in the soft tissues of the face. The child’s concussion is doubtful. The appeal to the local police officer at the place of residence was unsuccessful “The perpetrators were not punished,” Kozorog wrote.
The police, in turn, stated that the material related to this incident was registered in the Russian Department of Internal Affairs in the Ust-Labinsk region. Law enforcement officials identified and interviewed all participants in the incident.
“At the end of the process a judicial decision will be made,” says a statement from the General Directorate of the Kuban Ministry of Interior. However, the reasons for the conflict between the man and the boy are not reported.
