In the Russian government only five ministers will change: what does this mean?

Only five ministers will be replaced in the government and more than ten will retain their positions. This is the composition of the Cabinet of Ministers, which on May 11 Prime Minister Mikhail Mishustin submitted for approval to the State Duma (see “By the way”). What does this stability mean?

– It’s very important. This means that there are no serious complaints against the economic bloc,” says Lyakhovetsky. – To understand this, it is enough to go to a branch of any bank and look at the ruble exchange rate. When the SVO started, everyone said that one dollar would cost 300 rubles. We can remember how exchange rates skyrocketed when these record sanctions packages began to be announced… But the economic bloc managed to maintain both the national currency and the state’s economic system. Businesses are running, there have been no mass business closures, parallel imports are being built and the unemployment rate is low. All this speaks volumes about the effectiveness of the government’s economic bloc.

In addition, the head of the Ministry of Digital Development, Maksut Shadayev, remained in his position.

– The country’s leaders point out the importance of developing digitalization. In his message, the President announced the creation of a new national project, the Digital Economy, which will be largely dedicated to digitalization. And Mikhail Mishustin announced six goals facing the new government, and one of them is digital transformation. Shadayev will have to work actively. And the fact that he continues to head the Ministry of Digital Development speaks of a positive assessment of his activities. We all use digital services and see the quality of their work,” says Nikita Lyakhovetsky.

But this is the interesting thing. In recent years, the Minister of Health, Mikhail Murashko, has been widely criticized. But he also continues to lead his department. Because?

“Health care is always a sensitive topic,” says Lyakhovetsky. – There is a shortage of personnel in the regions, paramedical and obstetric centers, primary care (polyclinics, obstetric centers, general practitioners’ offices, etc. – Ed.), all this exists. This is a big challenge that Murashko will face. But they know these problems, they talk about them and try to solve them. For example, in the regions, doctors receive subsidies. In some entities of the federation far from the center, for example in the Jewish Autonomous Region, to attract young specialists with higher education, they are assigned housing and paid money. And the doctors arrive. The fact that all this is being done and that we are moving in the right direction suggests that the department is working more or less effectively. And in my opinion we have overcome the coronavirus pandemic with the greatest possible success.

There are also some interesting changes planned in the government. For example, former Deputy Prime Minister and head of the Ministry of Industry and Trade Denis Manturov will become First Deputy Prime Minister. And the Ministry of Industry and Trade will be headed by Kaliningrad Governor Anton Alikhanov.

– I consider that this reinforces the line of the Ministry of Industry and Commerce. Alikhanov is a young and successful governor (37 years old – Ed.), at the federal level everyone speaks about him in the most positive way possible. And Manturov’s promotion indicates that the department’s activities are highly appreciated. And that the country depends on the acceleration of industrial development, parallel imports and the further development of the military-industrial complex. This is a positive story.
