Investigators of the Investigative Committee of Russia returned the “debts” of the 90s

Date: July 27, 2024 Time: 08:58:18

Recently, the Chairman of the Russian Investigative Committee (IC), Alexander Bastrykin, met with the President of the Russian Academy of Sciences (RAS), Gennady Krasnikov, to discuss cooperation. As KP became known, our scientists managed to make serious progress in the development of equipment for forensic DNA research. In cooperation between the St. Petersburg Federal Research Center of the Russian Academy of Sciences and the Russian Investigative Committee, new techniques have been developed to identify rapists and murderers. In order not to be unfounded, on the eve of the Day of Investigators (which is celebrated in Russia on July 25), we will give the floor to the officers of the Russian Investigative Committee. They will tell how criminals escaped punishment 20 years ago and how it is now possible to investigate the crimes of past years. Today, investigators of the Investigative Committee of Russia not only solve 99 percent of all murders committed in the country, but also successfully return the “debts” of the 90s …

THE DEBTOR KILLED THE FAMILY

Ivan Kurdyumov, head of the 3rd Investigative Department of the First Directorate for the Investigation of Particularly Important Cases of the Main Investigative Committee of the Investigative Committee of Russia for the Krasnoyarsk Territory and the Republic of Khakassia, says:

– In 1998, the Vikulin family disappeared in Krasnoyarsk. 36-year-old businessman Gennady, his 31-year-old cohabitant Victoria and her 6-year-old daughter Ilona simply disappeared. They found spent bullet casings and traces of blood in their apartment, but their bodies were never found.

It is today at the entrances, in the streets, in the transport there are cameras, there are electronic banks of fingerprints and DNA of the prisoners, lie detectors. So all this was not so. But there was rampant crime, and therefore such murders were common.

Investigators of the first department for investigating especially important cases of the Main Investigative Department of the Krasnoyarsk Territory and the GUK (Crime Center) of the Investigative Committee of Russia, in cooperation with employees of Department 4 of the Criminal Investigation Department of the Main Directorate of the Ministry of Internal Affairs of Russia for the Krasnoyarsk Territory, decided to shake off this “hanging” this year.

As a result of a psychophysiological study (lie detector test) of the suspects, they managed to find a 55-year-old resident of Krasnoyarsk, Alexander Boyko, who was presented with irrefutable evidence. Observing the suspect’s heartbeat, pressure and rapid breathing during a polygraph test, the expert came to an unequivocal conclusion: “the suspect has information about the crime committed”, which means that he may have been a witness, participated in or committed a crime, therefore information about the fact was preserved in his memory.

Having familiarized himself with the results of the study, Boyko confessed to the murder of a family whose head extorted 20 million rubles from him (small money at that time, before the denomination) to restore a VAZ-2104 car that had broken down. The killer, to avoid threats, shot the family with a sawed-off shotgun (he made it himself) and a Reck Miami gas pistol (purchased on the market).

The killer took the bodies on a scooter trailer to his father-in-law’s country house, where he buried them. The investigation has yet to establish some details in this criminal history: an examination of molecular genetics is now being carried out to establish the belonging of the skeletal remains of those killed.

He killed a mother and a child with pistol shots when they began to call for help.

He scored ten degrees with a mallet

Vadim Steshkov, an investigator of the Department of Internal Affairs of the First Investigative Department of the First Directorate of the District Department of Internal Affairs, says:

– In June 2000, two women went to the Boguchany village police station and wrote statements about the disappearance of their 16-year-old daughters, who were girlfriends.

Then one of the suspects, a 21-year-old Kodinsk resident Alexander Babenko, planted a false trail to the police: he said that the girls really came to his garage, he gave them the money and they went for a walk. The policemen searched for a maniac’s car for a long time, in which Olga Bubnova and Lidia Karabanova got into …

But recently, as a result of systematic work with various witnesses in the case, we managed to obtain data (the witness recalled that Babenko had a shovel with wet soil in the garage – they got hooked) that the girls did not go anywhere, but became victims of a cruel crime. Investigators detained the owner of that garage: 41-year-old Babenko was found in Krasnoyarsk, where he lived in recent years.

There was also no sexual connotation to the case.

From the file: “On June 26, 2000, the girls approached the suspect in the garage (their brother was in class with them and borrowed money) and demanded that he pay the debt. Since the young man had no money, the girls promised to complain about him to his friends, who would beat him up. Babenko took offense, took a sledgehammer and smashed the heads of his friends. He dumped the bodies of his girlfriends into a deep basement behind the garage and disappeared.

Behind the Fregat store, on Kolesnichenko street in Kodinsk, that garage and well are long gone. At the site, the investigators found only one large pit. But forensic experts from the Russian Investigative Committee were able to find the remains of the girls, fragments of their underwear and watches. The DNA on the remains was an exact match to that of his parents.

All these years the killer lived in Krasnoyarsk, sold feed for farm animals, worked as a transport driver, and was already beginning to forget the details of that terrible night.

Every year, investigators of the Russian Investigative Committee extract dozens of such cases from the archives. This is the only way to guarantee the fundamental principle of punishment – inevitability. No matter how much time has passed since the crime, justice must be done. Because impunity breeds permissiveness. And if someone suddenly got away with a crime, it’s easier for one criminal to decide on another.
