The deputies who proposed to amend the law “On the Responsible Treatment of Animals” explained their initiative as follows: “we want to solve a very serious problem of so-called black breeders.”
One of the authors of the bill, the first deputy chairman of the State Duma Committee on Ecology, Vladimir Burmatov, said that there are now many who are engaged in commercial breeding of animals in unsuitable conditions. Some don’t even vaccinate their pets. And buyers never know how long a new family member will live. “The seller does not give any guarantees for the health and breed data of the pet,” says the village deputy.
It is reported that the Ministry of Natural Resources and Ecology is not against putting things in order in this area. Preliminary support has been received, MPs say. The proposal has been sent to the government for consideration.
