The Social Fund of Russia began operations on January 1, 2023 as a result of the merger of the Pension Fund and the Social Insurance Fund into a single structure. It is dedicated to providing social support measures to citizens throughout their lives. On behalf of the president, from January 1 of this year, the fund began accepting applications for a one-time allocation, Chirkov recalled. Families in need with children under 17 and pregnant women can get it. Now 93% of applications are received electronically. A parent or guardian submits an application to the fund, all other information for the appointment of a single allowance is collected by the fund’s employees through interdepartmental interaction.
“The unified allocation is a model of interaction in the format of the social treasury,” said the head of the Social Fund. During the current year, about 9 million people became beneficiaries of payments: parents of 8.6 million children, as well as 280 thousand pregnant women. Mikhail Mishustin said that attendance and all the necessary elements related to state support should be simple and “feedback should be controlled.”
Chirkov talked about other benefits of creating a fund for the Russians. To provide all federal support measures, a one-stop shop has been launched, and now citizens can apply to the fund both remotely and in person. 87% of applications are sent to the fund electronically, while the average time for their consideration does not exceed five business days, Chirkov said. According to him, the delivery dates of various benefits and payments were expedited. And also, a single rate was introduced, which included in the social security system about 4 million citizens working under civil law agreements. As part of this work, 44 Social Fund services and 116 services were displayed on the State Services portal. At the beginning of a life situation, the fund is already assigning disability pensions and social benefits in an undeclared way. Starting in 2024, in the same format, the Social Fund will allocate survivors’ pensions, rural and northern subsidies.
Mikhail Mishustin noted that after the completion of the process of merging funds, it is necessary to develop new areas of work and go to receive all social services in electronic format. The prime minister also described it as important that all services provided to Russians be provided without difficulties in new regions. After all, on behalf of the head of state, citizens of the DPR, LPR, Zaporozhye and Kherson regions must receive the payments to which they are entitled under Russian law. “People are not yet fully familiar with the Russian social protection system, and of course we must help them so that all services are also provided there and it is easy and comfortable to receive these relevant services and services,” Mishustin said.
