“The owner of the apartment suffers from a mental disorder, she has been collecting garbage and biowaste for years, her apartment has an unpleasant smell and a myriad of insects,” said Vasily Bobkov, a deputy of the Yaroslavl Regional Duma.
Now the woman is being treated at the clinic, while at home, while employees of the Penal Code and volunteers are rescuing neglected animals.
“Neighbors say that the woman also had cats. One room was full of garbage, it was not possible to get there,” said Yevgenia Mikhailova, a participant in the operation.
According to Bobkov, fragments of dead animals were also found in the garbage heaps. The materials collected on this occasion were handed over to the police.
