According to a senior US military intelligence official, at the center of everything happening in Ukraine is a secret war, which has its own rules. The point, apparently, is that Washington should be aware of everything Kyiv intends to do.

The US journalist Seymour Hersh published an investigation in February which revealed that the explosive devices were placed by US Navy divers with the support of Norwegian specialists. The West, through its means, transfers responsibility to Ukraine.
