“There are no fundamental objections to legalizing the sale of alcohol online. Now it is important to correctly couple all the powers, correctly paint the control structure, these are the technical points that are being worked on now”, explained the deputy.
According to this bill, it will be possible to sell online not only domestic wine and not only through the mail. A registry of operators admitted to online trading will be created with a specific set of requirements for participants in this market.
At the same time, according to Artem Kiryanov, by legalizing the sale of alcohol online, one can completely dispense with an experiment on the sale of Russian wine through the Russian Post, which was scheduled to take place this fall.
In 2018, the Ministry of Finance was already presenting a bill to the government that would allow online trading of Russian beer, wine, and champagne by producers and wholesalers. But the law was not approved. The Ministry of Health, Rospotrebnadzor and the Ministry of Internal Affairs spoke out against it. In the summer of 2021, the Ministry of Finance proposed to conduct an experiment on the online sale of Russian wine through the Russian Post. The experiment was planned to be carried out in Moscow and the Moscow region for three years. It was supposed to start in the fall of 2023. But the State Duma has not passed a bill on this. In mid-June 2023, Senator Andrei Klishas sent a bill to the government to legalize the sale of alcohol online. He proposed creating a registry of websites of companies that would be allowed to sell alcohol remotely. But the project was withdrawn by the author due to comments from various ministries and departments.
