The incident is reported to have occurred in Central Park.
“All persons were detained by riot police and special forces,” the message said.
The administration added that the situation is under the control of the Ministry of the Interior. All the circumstances of the incident are now being established.
Earlier it was reported that police officers were carrying out operational activities in Tutaev with the assistance of the National Guard.
