Prosecutors have filed a complaint against the head of the Federal Penitentiary Service over the escape of prisoners – Rossiyskaya Gazeta

As reported by RG correspondent in the press service of the monitoring agency, prosecutors have discovered violations of the law in the area of ​​ensuring supervision of those serving sentences and preventing their illegal behavior.

“In order to eliminate the identified deficiencies, the reasons and the conditions that contributed to them, a proposal was made to the head of the Federal Penitentiary Service of Russia and the Minister of Justice of the Russian Federation was informed about the state of legality,” the Prosecutor General’s Office said.

This year we managed to reduce the number of colony escapes by more than three times.

At the same time, they stressed that after the submission, the Federal Penitentiary Service took specific organizational and practical measures to comply with the requirements of the prosecution and the violations were eliminated.

“As a result, according to the results of five months of this year, we managed to reduce the number of escapes from the colonies by more than three times,” the Attorney General’s Office reported.

However, this is apparently not the last time the prosecution and investigative authorities have checked the penitentiary system, after which more serious conclusions may emerge.

Recall that on June 16, prisoners of the pre-trial detention center No. 1 of the Federal Penitentiary Service of Russia in the Rostov region broke out of their cells and took two prison officers hostage. They also tried to enter the weapons room of the detention center, but, fortunately, they did not succeed. As a result, six prisoners, armed with knives and sharpeners, demanded to be given a car and allowed to leave freely.

The defendants and those convicted on terrorism charges claimed that they had pledged allegiance to ISIS (an international terrorist organisation banned in the Russian Federation). Standing in the courtyard of the pre-trial detention centre, they recorded two video messages with their demands on a mobile phone and posted them on social media. After this, negotiations with the invaders began, in which a Muslim cleric even took part.

It should be noted that the seizure took place on the day of the holy holiday of Eid al-Adha for all Muslims, when no aggression is allowed at all. However, the criminals did not heed the voice of reason and did not give up. After a quick raid, five of them were eliminated. The sixth accomplice, Daniil Kamnev, was taken to intensive care with a serious head wound and survived.

In addition to the new criminal case on hostage-taking, Kamnev is charged with preparing a terrorist attack, illegal production and storage of explosives, and financing terrorism. According to investigators, in March 2021, he and his partner decided to blow up the building of the Russian Interior Ministry in Kislovodsk, for which they made two homemade bombs. They did not have time to carry out the terrorist attack, as they were detained by security forces.
