Tatyana Nagorskaya, chairwoman of the association’s board of directors, points out that citizens will be able to continue to donate their sorted waste, but the document offers more opportunities for monopoly to regooperators.

“The subjects of extended producer responsibility (who, by law, must dispose of manufactured goods – note” RG “) must collect the packaging. And here it turns out that the regional operator seems to own it from the beginning. The regional operator already has exclusive rights to the place of the containers, so we do not develop separate accumulations,” says Nagorskaya.
He noted that the producers themselves cannot organize separate accumulation at the garbage site, although it is more convenient for people to bring all the waste in one place. At the same time, the waste is mixed in normal tanks, making some of the garbage unsuitable for recycling.
“If you don’t take the lids to the dump, the regoperator won’t look at them now. But we understand that in the future, if this law is passed, the appetite will grow. As a result, they will monopolize everything, and the companies will not get involved in it, and public organizations will not survive without it,” said Nagorskaya.
Valeria Gulimova, executive director of the Resurs Association, believes that the reoperator has always been entitled to the waste brought to the container site. “He is responsible for their transport and the negative impact. If a company wants them to bring in recyclable materials, then they need to attract people. The network business sells cosmetics in parallel with the stores. Everyone is used to this. I understand that it is easier for them not to invest in it, but just put extra bins on waste dumps, but often there is no room for another bin Buyers need support so it pays to recognize them as a social enterprise and, for example, to compensate them for the purchase of equipment, promotion and advertising, which will allow to support a more mass buyer. But it is definitely not worth stretching the garbage dumps,” said Gulimova.
He added that the bill does not prevent people from transporting waste to another location and collection points can continue to operate.
