Sergei Sobyanin and Denis Manturov opened a new drug production plant near Zelenograd

WHAT PLANT

200 bottles per minute and 270 million per year – in Alabushevo (very close to Zelenograd), a new plant for the production of vital medicines was opened on August 21. The plant is called R-Opra and has employed 270 people.

– The production of medicines goes through certain stages: a sterilization tunnel, lines for filling with a solution, capping, rolling, external washing of the vial, – Aleksey Zhelezko, the operator of the bottling line, shows his workplace: the line is automated, literally 4 -5 people are enough to maintain it, the production of oncological drugs begins here.

– In total, we will produce 67 drugs, 26 of them are 26 international common names (INN) of drugs for the treatment of oncological, autoimmune, asthmatic and other diseases, – company representatives said. – The company is capable of producing 270 million containers per year. They will go on sale in 2024.

STATE SUPPORT

– Five years ago he set himself the task of moving away from imports. And during this time we have already built 8 plants, in the near future we will build seven more, – said Moscow Mayor Sergei Sobyanin. – As a result, this year the volume of production in Moscow increased by two thirds – by 67.5% (2/3), and the cost of purchases decreased by 1.5-2 times. This is the result of the general work of the system.

Production in Alabushevo appeared thanks to compensation contracts: in fact, this is a long-term supply agreement, when a private company invests money in production, knowing where and in what volumes the products will be supplied later. Such a system is beneficial to the state, because, as a result, there are factories and a stable supply of drugs for clinics and pharmacies, and moreover, precisely those that previously had to be purchased abroad.

In this case, the R-Pharm group of companies built a plant by investing about 6.99 billion rubles in it. At the same time, the company received soft loans, interest rate compensation from the Moscow Fund for Industry Support and Entrepreneurship, Technopolis Moscow SEZ resident status, and therefore a zero rate. in property, land and transportation taxes, plus a 10-fold reduction in income tax and the ability to purchase land at a reduced price. And most importantly, guaranteed purchases of medicines for seven years by the Moscow government.

– This is the most effective way to reduce risks for businessmen, stated the Minister of Industry and Trade of the Russian Federation Denis Manturov. – The Moscow government provided benefits, we are a compensation contract. As a result, a whole range of drugs will be produced here.

– Yes, indeed, we take advantage of a wide range of state support measures, – confirmed Vasily Ignatiev, General Director of the R-Pharm Group. – The basis is the substitution of imports, in addition, outside the contract, we are going to produce two dozen more medicines.

Interestingly, more than 99% of the packaging material used in the plant is Russian-made:

– The special apparatus for primary packaging is designed so that employees do not come into contact with the packaging, – said Anton Pankratovsky, chief mechanic of the plant. – Productivity of the device – 9000 blisters an hour. At the same time, we can package a wide range of medicines.

But part of the raw materials is still bought abroad. However, Sergei Sobyanin said: we will also develop this industry so that raw materials are also produced mainly in Russia.
