The Federation Council approved the abolition of real estate rights for the heirs of SVO participants – Rossiyskaya Gazeta

The bill, initiated by a group of deputies and senators, introduces relevant changes to the Tax Code of the Russian Federation, explains TASS.

According to the document, this category of heirs is exempt from paying the state fee for registration with the Rosreestr authorities of the transaction of transfer of ownership of real estate from the testator to the heirs on the basis of certificates of the right to inheritance.

Currently, when registering an inheritance, heirs incur expenses for notarial services, as well as when registering the transfer of ownership of real estate from the testator to the heirs. The cost of paying the state fee in Rosreestr is 2 thousand rubles for each transaction.

Currently, the current legislation provides for the release of the heirs of the testators: employees of the internal affairs bodies, persons who served in the troops of the National Guard of the Russian Federation and held special police ranks, military personnel of the troops of the National Guard, military personnel of the Armed Forces of Russia who died in service or died before the expiration of one year from the date of dismissal from service due to injury (concussion) or illness, from the payment of notarial services when registering an inheritance.

The law will also apply to relatives of deceased SVO participants.

For the second reading of the document, State Duma Chairman Vyacheslav Volodin and deputies presented an amendment according to which relatives of citizens who died in the shelling of Ukraine and as a result of terrorist attacks will also be exempt from paying state fees for carrying out notarial acts. when issuing an inheritance certificate. “This is fair for those who are in a difficult life situation and have lost their relatives and friends,” Volodin emphasized.

“After the adoption of the law, relatives of deceased SVO participants will also be exempt from paying fees when registering ownership of inherited real estate with Rosreestr. Now, when registering such real estate, only the relatives of a deceased soldier are exempt from paying. for notarial services,” the State Duma chairman noted earlier.

The provisions of the bill will also apply to family members of participants in the special operation who died within one year of dismissal due to injury or shock.

According to the adopted amendments, the state fee is not paid in the case of issuing a passport of a citizen of the Russian Federation to citizens of Ukraine and stateless persons who have, as a document confirming the right to stay in the Russian Federation, a permit of temporary residence for the purpose of obtaining education, as well as incapacitated persons who are persons without citizenship permanently residing on the territory of Ukraine. These people do not pay state fees for admission to Russian citizenship and are also entitled to benefits when applying for certain notarial acts.

The law will enter into force on the date of its official publication.
