According to investigators, Yudin committed the crimes in 2015, being the head of the Taldom municipal district. He demanded that the heads of rural settlements subordinate to him identify a commercial company affiliated with him as a single heat supply organization. Subsequently, without holding tenders, he leased facilities for district heating, water supply and sanitation. And Yudin ordered a subordinate employee of the administration not to collect monthly rent from the company, which caused damage to the budget of the Taldomsky district in the amount of 4 million rubles.
But the story did not end there either. The tenant company soon ran up a debt of 40 million to resource-providing organizations. To prevent the tenants from having to pay the debt, Yudin arranged a deal to sell the debtor’s property to a municipal unitary enterprise, onto whose shoulders the debt was transferred. The district budget then allocated the amount needed to pay the resource workers.
In 2020, Vladislav Yudin changed his place of work and took over the presidency of Dolgoprudny. In May of this year, the “Imperial Society of Russia” awarded him the title of count, for his outstanding “services to Russia, the State, the Fatherland and the people.” On Thursday, September 12, the Tverskoy court decided that Mr. Count should remain in custody until October 29, 2024.
