“We are preparing our proposals to amend Federal Law No. 89 “On Industrial and Consumer Waste” in terms of additional regulation of construction waste, taking into account the issues indicated to us by the constituent entities of the Russian Federation. These will be systemic changes in federal law, where today all waste is regulated within the framework of the general regulation, we provide additional tools to our colleagues in the constituent entities. For example, we talk about the need to prioritize recycling over disposal. “What kind of landfills should exist and what access should be open to them. We are not monopolizing this area,” Tetenkin said.
The deputy director of the Ministry of Natural Resources pointed out that the document does not talk about the creation of a construction waste operator. According to him, there is currently no discussion that the MSW management system will be extended to construction waste.
“There should be no monopolization here. We are talking about priorities in terms of ecology, security and participation of secondary resources in circulation. This is the message of our document,” he added.
