“Today, veterinary clinics make money from such operations, animals are mutilated. A federal law will be developed that will prohibit this. We will send it to the Cabinet of Ministers for their opinion in the autumn session, that’s for sure. If We will have It’s time to present it, it all depends on how our colleagues in the Russian government will work,” the deputy noted.
According to him, sterilization does not apply to this type of operations, since this measure is associated with the prevention of unwanted offspring.
“It is prescribed by law; for example, it is charming for stray animals. But onychectomy (nail removal) and cutting of the vocal cords do not apply to these cases, as they change the anatomy of the animal,” said Burmatov. .
He noted that due to onychectomy in cats, the load on the spine increases and, consequently, the animal becomes disabled.
“Hypothetically, these operations may have veterinary indications. For example, oncology of the respiratory tract to cut the vocal cords. Without veterinary indications, this cannot be done,” said Burmatov.
The deputy added that the responsibility for carrying out this type of operations will fall on the veterinary clinics. People already complain that clinics advertise mutilation operations: for example, the operation to remove nails in clinics is called “soft paws,” says the deputy.
