As explained in the Vladimir region prosecutor’s office, the prosecutor’s inspection on compliance with the requirements of land and environmental legislation showed that in 2012-2016 one of the companies used land in Kirzhach for a landfill for industrial galvanic waste. In 2016, the contract was terminated and, as required by law, the company had to reclaim the site. However, the local administration assumed responsibility for the recovery, thus deciding to settle the debt for heat that the municipal company owed to the company.
But the problem turned out to be that the debt was less than 24 million rubles, and the recovery cost 152 million.
“Thus, the illegal actions of an official of the local self-government body caused damage to the municipality’s budget of more than 128 million rubles,” said the official representative of the regional supervisory agency Tatyana Loginova.
On the basis of the materials of the prosecutor’s control, the investigative authorities of the Investigative Committee of the Russian Federation for the Vladimir region opened a criminal case under Part 3 of Article 285 of the Criminal Code of the Russian Federation (abuse of official powers that entailed serious consequences).
