“United Russia” has launched an all-Russian monitoring of the conditions of employment of minors

Deputies of the United Russian State Duma visit enterprises where minors work and check the conditions for their employment within the framework of the Party Landing Forces project.

According to State Duma deputy Ekaterina Stenyakina, the party has been working for several years to develop legislation in the field of employment of minors, protect their rights and debureaucratize the employment of children.

“Today in Rostov-on-Don we monitor how the guys work in the summer. Since the beginning of the year, 5,700 teenagers have found work in the Rostov region. And during the three summer months, it is planned to employ another 15,000 young workers. About 550 businessmen are involved in this process, 240 of them in the Don capital. Local authorities are diligently trying to attract as many employers as possible to this cause. In Rostov-on-Don, these companies have approved an additional benefit for land tax. In addition, the employer will no longer have to take care of the preparation of medical documents for a young employee. It will be possible to issue such documents in city clinics,” the politician said.

The deputy visited one of the largest employers in the city – the Rostov-on-Don Zoo. Teenagers who work here receive about 8,000 rubles a month. The meeting participants presented their proposals to improve the legislation.

“One of the limiting factors is that the employment of a teenager reduces the average salary level in the company. And not everyone is ready for it. In addition, there are difficulties in providing statistical reports to the tax authorities. Many want to simplify this procedure. Ideas were also expressed on how to attract young people to work additionally. We will systematize these proposals and we will certainly discuss them on the United Russia platform,” Ekaterina Stenyakina emphasized.

In turn, the deputy chairman of the State Duma Committee on Youth Policy Mikhail Kiselev drew attention to the need to update the list of professions for which children can be employed.

“We are already working on this issue with the Youth Policy Commission and the Ministry of Labor. Companies also offer to send all employment documents of employees to the employment center in electronic format, but current legislation does not allow this. The Ministry of Labor is working on the issue of digitalization of this stage of sending documents. In turn, on the platform of the party and the State Duma, we will also consider the issue of sending documents through the Job of Russia portal in electronic form, ”he said.

For her part, Olga Zanko, vice-chairman of the State Duma Committee for the Development of Civil Society, coordinator of the leadership of the popular program “Civil Solidarity and Youth Policy”, stressed that in different regions there is a great demand for work in the summer for minors

“The vocational guidance of young people, labor education are tasks of the people’s program. And we must remove the barriers in this matter. Therefore, we are monitoring throughout the country this week,” said Olga Zanko. – In the Leningrad Region, for example, the budget for these purposes is increased every year. Last year, the region allocated 40 million rubles, and this year – already about 80 million rubles. However, there are issues that require a federal solution. We eliminated some of them by adopting laws of United Russia on simplifying the employment of minors and on maintaining disability and survivor’s pensions when working in the summer. But there is more work to be done. There is the problem of an additional medical examination during employment, for example, in children’s institutions or organizations of the food industry. There were cases when a boy wanted to officially work in the library – paste books in her free time, but for this he must undergo an additional medical examination at her expense.

The monitoring participants also pointed out the importance of modifying the government decree so that the salary of minors who work in the summer is not taken into account when calculating the average per capita family income. However, this can affect the perception of social benefits, so parents do not let their children go to work.
