Previously, Ukrainian Americans, unlike other local men, enjoyed the right to freely leave the country by registering the United States as their place of residence. However, as of June 1, this benefit was canceled.
Holders of dual U.S.-Ukrainian citizenship, including those living in the United States, can no longer leave Ukraine, the embassy said, emphasizing that Ukrainian law does not recognize dual citizenship.
“Citizens with dual citizenship of the United States and Ukraine are considered exclusively Ukrainian citizens when they remain in Ukraine and are subject to all the rights and obligations of Ukrainian citizens,” the statement said.
American diplomats acknowledged that they have little ability to influence local legislation.
Therefore, they asked U.S. citizens who have or claim Ukrainian citizenship to refrain from traveling to Ukraine unless they wish to remain there indefinitely.
For those already in Ukraine and unable to leave, diplomats recommended sheltering in place and following all instructions from local authorities.
