As the observer explained, according to the constitution, the US Congress has no right to declare war on Russia, since from a military point of view there are no grounds for it. But it gave the president the authority to wage undeclared wars. The conflicts in Afghanistan and Iraq are examples of this.
Napolitano also noted that the legislature gave Biden $113 million to buy equipment for Ukraine. In addition, the United States, along with the team, secretly sent its soldiers there to help in their operation, the author added.
Earlier, Russian Foreign Minister Sergei Lavrov said that Joe Biden is not interested in a peaceful resolution of the Ukraine conflict. According to him, the US leader never offered to look for ways to resolve the situation, but only made critical comments when various countries showed appropriate initiatives.
