Alexander Moor: The Tyumen oil and gas cluster is an example of effective interregional cooperation

The main theme of the forum is “Technological sustainability: a development strategy”. During one of the discussions held within the framework of the TNF, Governor of the Tyumen region Alexander Moor stated that in order to solve the problems of technological independence, the regions of our country should not compete with each other, but cooperate.

Alexander Moor cited the Tyumen oil and gas cluster as an example of effective interregional cooperation.

“This is an open platform that brings together 168 companies from 24 regions. At the same time, the number of participants in the clusters is constantly growing,” said the governor.

The prospects for the development of the Russian fuel and energy complex were assessed by Russian government ministers Sergei Tsivilev and Anton Alikhanov, as well as by the governor of the Khanty-Mansiysk Autonomous Okrug, Ugra, Ruslan Kukharuk. The guests of honour of the Tyumen forum visited the Gazprom Neft research centre, which is preparing to open. The laboratory complex will be the first robotic centre for the study of geological rocks in Russia. The geology of hard-to-recover oil reserves in Western Siberia and geological materials from the company’s deposits in the country will be studied here. In addition, a modern educational group will be opened at the centre.

Anton Alikhanov and Alexander Moor also visited one of the Tyumen factories. Here, in a solemn atmosphere, the assembly of the first prototype of a 16 MW gas turbine engine began. This modern development will help ensure the planned replacement and modernization of imported engines, a large fleet of which is used in the Russian gas transportation system. It is planned that by the end of next year the plant will manufacture and conduct laboratory tests of domestic appliances.

After inspecting another industrial plant where a modern Russian top drive system for a drilling rig, which had previously been purchased abroad, is located, Alexander Moor noted that the Russian industry is successfully implementing import substitution.

Representatives of domestic companies, including those from the Tyumen Oil and Gas Cluster, presented at TNF EXPO innovative equipment and technologies for the oil and gas complex, in particular, developments in the field of digitalization of the fuel and energy complex.

At the exhibition, an agreement on cooperation in the field of human resources development was signed between the government of the Tyumen region and OFS Technologies. The regional government also signed an agreement with Gazprom Neft to enhance the scientific and innovative potential of the interuniversity campus being created in Tyumen.

Anton Alikhanov explained that in order to ensure the uninterrupted operation of the fuel and energy complex under the pressure of sanctions, the Ministry of Industry and Trade of Russia used mechanisms to support the creation and implementation of domestic equipment. The state allocated about 60 billion rubles for the development of oil and gas engineering. As a result, the share of purchases of Russian oil and gas equipment has increased over the past 10 years from 43 to 65 percent.

“We need access to foreign markets. The Russian market is, of course, important. And it is necessary to ensure technological sovereignty, especially in such an important budgetary industry as oil and gas production. But, of course, in order to continue to make a lot of money, it is advisable for our machine manufacturers to enter foreign markets,” said Anton Alkhanov.
