“I always began and continue to begin all my speeches as chairman of the Legislative Assembly on behalf of the deputies,” Andrei Shymkiv stressed. – This is the essence and meaning of the work of the regional parliament. Here there is no “I”, there is only “we”. Our common decisions, our common responsibility, our common task is to improve lives.
The speaker noted that over 30 years of work by the Legislative Assembly, hundreds of laws have been approved. Its initiators were and continue to be not only deputies and associations of deputies. The regional government, headed by the governor, and the prosecutor’s office of the Novosibirsk region actively exercise their right of legislative initiative. Businessmen, public organizations, professional communities and simply concerned residents of the region participate in the preparation and discussion of the bills.
– That’s why there are no random people in the hallway. Everyone present can write more than one chapter on the formation of Novosibirsk legislation,” said Andrei Shimkiv.
The President of Parliament thanked the leaders of previous convocations for the highest professional school, for their integrity and conviction, for respect for the letter of the law. Among them are Anatoly Pavlovich Sychev, Viktor Vasilyevich Leonov, Ivan Grigorievich Moroz.
– Alexey Akimovich Bespalikov, the head of the fourth convocation, who was called “commander”, is no longer with us, because most of the deputies ran large and small companies in the region. Many in this room remember with gratitude his rigor, his ability to take responsibility and his ability to dialogue,” said Andrei Shymkiv.
