The State Duma immediately adopted the most important law in the second and third reading, which will protect us from bank scammers – all these “bank security officers”, “investigators” and “investigators” who call citizens in the hope to cheat and cheat. a tidy sum. Banks will now be required to fully reimburse stolen money if they miss an obviously fraudulent money transfer. For example, if the money was sent to an account that has already appeared in the Bank of Russia database, which contains data on cases and attempts to carry out transactions without the consent of the client.

“If the bank, seeing that the funds are transferred to the account used by the attackers, makes the transfer, it will be obliged to repay these funds in full,” the Central Bank explained to KP.RU. – Funds must be repaid within 30 days of receipt of the client’s request and, in the case of a cross-border transfer, within 60 days.

Credit institutions will be required to check all transfers between individuals for fraud and will have the right to block suspicious transactions for two days, even if the sender of the money makes the transfer voluntarily. The deputies reasoned that two days would be enough for the deceived person to come to his senses and understand what he had done. The obligation to verify fraud will be not only the issuing bank, but also the receiving bank.

The new law will force law enforcement officials and banks to cooperate more closely. Thus, the police must report to the Central Bank information on the cases initiated related to fraud and extortion, or on the presence of a corresponding entry in the book of declarations and crime reports. And the Central Bank will bring this information to credit institutions.

“We are talking about cases when fraudsters, using deception, obtain the consent of the victim for the transfer,” State Duma Chairman Vyacheslav Volodin commented on the innovation. “Older people are especially vulnerable. It gets to the point that deceived citizens give the last to criminals: they sell property, take loans. This must stop.

Changes in the legislation will protect not only from bank scammers, but also from other scammers, for example, pseudo-doctors who, for several hundred thousand rubles, sell gullible pensioners some kind of vodka under the guise of a cure for all diseases. diseases. and indeed of any extortionist.

The official title of the bill is “On Amendments to the Federal Law “On the National Payment System”, it was introduced by Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market. After the State Duma, the document it must be approved by the Federation Council and then signed by the president of the country.

Regular payments and transfers may be under suspicion

The money was not transferred to the company’s account, but to the manager’s account. Some banks, even before the passage of the law on their own initiative, resist scammers as best they can.
