Creative industries are becoming growth points for the Russian economy

The session “Creative Framework – 2030: Development of creative industries in the Far East” was held at the Eastern Economic Forum in Vladivostok. The Far Eastern regions are to increase their contribution to the national economy by developing creative industries. Earlier, the Russian President instructed to increase the contribution of this area of ​​the economy to the national GDP to 6% by 2030.

In developed economies of the world, the creative industry accounts for 7-9% of GDP, in Russia it is about 2.5%. The President of the Russian Federation has instructed to bring the contribution of the creative industry to the country’s GDP to the level of 6-6.5%. This year, the creative industries received their legislative recognition at the federal level; in August, the law “On the development of creative industries in the Russian Federation” was adopted.

Before the law was adopted, public hearings were held, which caused a strong reaction from the museum community. The director of the Pushkin State Museum of Fine Arts Elizaveta Likhacheva spoke on behalf of the representatives of the museum workshop at VEF-2024.

“You can monetize the preservation of cultural heritage and treat museums in terms of the economic impact they bring, but you cannot make the existence of a museum dependent on how well it makes money. The fact is that a museum has many more functions; a museum is a much more serious institution than entertaining the public for a certain fee. The museum has many ways to make money, but I want to note that the number of various departmental orders that complicate its life is so great that it is easier not to make money,” said Elizaveta Likhacheva.

The expert supported her remarks by citing the difficulties in acquiring modern merchandise and souvenirs with the museum’s own money: “You can order it, but you cannot accept commission.”

Experts noted that the law on the promotion of creative industries is a framework law, created to combine experiences, and is not binding on everyone. Those participants who are willing to follow this path are moving in this direction. Their purpose is to find ways to promote brands and tap creative potential.

— The direction is new. If three years ago we were discussing creative projects and directions for creators, last year we said that it was ultimately about the economy, and this year we passed a law. We, as participants in the process, must create a flexible structure to allow the industry to manifest itself as best as it can, and on the other hand, not regulate this process,” said Elvira Nurgalieva, Deputy Minister of Foreign Affairs of the Russian Federation for the Development of the Far East and the Arctic.

— The law is a conceptual framework. It defines the responsibilities of the federation and the regions, possible formats and support measures. We are creating conditions for the rapid growth of a new sector of the economy. The creative industry is a huge growth point for the Far East,” said the author of the law, First Deputy Chairman of the State Duma Committee on Economic Policy Denis Kravchenko.

The law creates a federal executive body that will be responsible for implementing the goals set in the creative economy and will maintain a register that will be completed by representatives of the creative industries at the suggestion of the regions.

NEW ECONOMY

— We are creating an environment, trying to showcase these talents, for this we organize competitions. Thus, more than 1,500 initiatives have been identified that are ready to become full-fledged companies. Now we are including them in acceleration programs – in fact, at the same time they will become residents of a cluster in the Far East. And we will connect them with all creative activities. In essence, we are creating a new economy. There are many directions, many regions, that is why we have compiled a matrix in which each region has identified its priorities and the three key sectors of the creative economy in which it is ready to develop support measures and conduct systematic work. In order to avoid competition within ourselves, it is very important that we can build a single model of creative space that works for external markets,” said Elvira Nurgalieva.

Experts recommend not to be ashamed of local brands of their own products – often the quality is not inferior to that of their foreign counterparts.

The Far Eastern regions most often choose design, landscaping and urban planning, film and animation, and the fashion industry among the creative industries. The Far East does not yet occupy a leading position in terms of the development of creative industries, but the opportunity to work for export is highly valued here. In addition, creative industry products have much lower barriers to entry into the Asia-Pacific markets. And there is a wealth of experience in interaction with neighbouring countries.
