But one of the main problems, according to the HRC, is that up to 75% of immigrant children do not know Russian well, which prevents them from studying at school, just like local children and teachers. In several regions, foreign children who do not know Russian well can represent up to 45% in classes. Another 7-9% of children cannot go to school because of immigrant parents.

– Our law is such that children, if they live in Russia, must go to school, – says Valery Fadeev. – Therefore, we are launching two processes: improving the legislation and creating a mechanism that equalizes children in their rights to receive a quality education.

At the initiative of the HRC, immigrant children will first be taught Russian as a foreign language, and only then will they be allowed to study in a Russian school. The Security Council of the Russian Federation agreed with this approach of the Human Rights Council and the Ministry of Education, but on the condition that language courses for foreign children are free from six months and no more than one anus.

– We are working on another proposal: knowledge of the Russian language should become a condition for receiving benefits for children of immigrant parents who have become citizens of the Russian Federation, – says HRC member Kirill Kabanov. – Of course, provided that your children are taught at school after having studied Russian as a foreign language in special courses. Otherwise, expulsion with the punishment of the employer for the uncontrolled importation of migrants.

As expected by the HRC, a mandatory system of free Russian language courses for children of immigrants will be established from September 1, 2024.
