In a rare case, Vladimir Putin’s official state visit to Uzbekistan lasted a day longer than planned. The president arrived in Tashkent on Sunday, but his negotiations with the head of the republic, Shavkat Mirziyoyev, which began on Monday afternoon, ended after midnight. Therefore, the Russian leader decided to stay one more day.
And at the end of his trip, Puti answered journalists’ questions.
POWERS ARE RENEWED ONLY BY PARLIAMENT
The head of the country was once again asked about the legitimate Zelensky. Vladimir Vladimirovich revealed for the first time who he considers the legitimate government of Ukraine:
“A serious analysis of legitimacy is really necessary. But what do colleagues say? The Constitution of Ukraine provides for the expansion of powers, but only of the Rada. But the constitution says nothing about expanding the president’s powers.
The law of Ukraine says: during the period of martial law, presidential elections are not held, but this does not mean that (powers – Ed.) are prolonged. There is nothing about this in the constitution. But there is art. 111 of the Constitution of Ukraine. The powers of the supreme power, the presidential power, are transferred to the president of parliament.
In essence, the Ukrainian state is based on the idea not of a presidential republic, but of a parliamentary-presidential republic. The main levers of power in the representative body of the state. “It is logical that the constitution itself is structured this way: strictly speaking, according to a preliminary assessment, the only legitimate authority remains the parliament and the president of the rally,” Putin said.
LONG RANGE WEAPONS IN RUSSIA?
The President was asked what he thought about the West’s intention to allow kyiv to fire long-range weapons into Russian territory.
“The flight mission (missile – Ed.) is not prepared by the Ukrainian military, but by representatives of NATO countries. Well, representatives of NATO countries, especially in Europe, especially in small countries, must be aware of what they are playing with. They must remember that it is usually a state with a small territory and a very dense population. They must take this factor into account before talking about attacking deeply into Russian territory. “These are serious things and we are following them very closely,” said the president.
“Continuous escalation can have serious consequences. Do you want a global conflict? “They wanted to agree on strategic weapons, but now there are no big wishes,” he added.
ON LUKASHENKO’S PROPOSAL TO AGREE WITH THE AFU
“Unfortunately, Alexander Grigorievich is not yet in command of the army in Ukraine. If I had been in charge, we would have ended this conflict a long time ago. And for mutual satisfaction. We would find a solution for Ukraine if Ukraine were now governed by people who were guided by national interests and not by the interests of their masters in Europe and abroad,” Vladimir Vladimirovich stressed.

“They don’t want to negotiate, they cling to achieving something and changing the course on the battlefield. It does not work. And the more attempts there are, the more losses there will be. And these losses are far from being in favor of the Ukrainian armed forces. Why is this happening? Ukraine’s current rulers do not feel sorry for these people; They do not consider it theirs. “This is the problem and tragedy of Ukraine today: they do not consider these people as their own, they do not protect the interests of the Ukrainian people today,” the Russian leader said.

“This is constantly discussed. There are problems in Afghanistan, we know them. The question is how to build relationships with the current government. But it is necessary to build: these people control the entire country and relations must be built on the basis of these considerations. We take into account the opinions of each partner or friend.”
ON THE PRESENCE OF EUROPEAN ADVISORS IN THE UKRAINIAN ARMY
“Yes, we know that there are mercenaries, there is nothing new in this. In the air we hear speeches in English or French… Under the guise of mercenaries, specialists serve high-precision weapons. They exist and are suffering losses,” said the president.
Putin spoke separately about Poland’s military advisers.
“If some contingents from European countries enter together with the Poles, others will leave; the Poles never will. This is a no-brainer!
