Changes to the Labor Code will set the duration of leave for people with disabilities (at least 30 days), tools to increase the mobility of workers and counteract delays in wages and state control over the implementation of agreements labor, said one of the authors. The deputy head of the United Russia faction in the State Duma, Andrei Isaev, was in charge of the bill.
“The bill will provide an opportunity to employers who are in a difficult financial situation to save their staff and employees to maintain their professional relevance and income. Employers may temporarily send their workers through the employment service to organizations where there are vacancies. During this period, employment contracts with the first employer will be suspended,” said the parliamentarian.
According to him, it will be possible to create regional interdepartmental commissions to take action against employers who delay the payment of salaries to their employees. Currently, these commissions are already operating successfully in several regions.
The document will also allow state control to be established over the implementation of the agreements. So far it is carried out only by the parties to the social agreement.
