Remember that for those who have a driver’s license, driving under the influence of alcohol provides for deprivation of the right to drive a vehicle for 1.5-2 years and a fine of 30 thousand rubles. However, if the driver does not have a license, then there is nothing to deprive him of. For such offenders, arrest is provided for a period of 10-15 days. And if the arrest is impossible – a fine of 30 thousand rubles. But immediately after serving a sentence or paying a fine, such a driver could go take a driving test. And even get this document. Or, if a person’s driver’s license simply expired before committing an offense, then immediately after the punishment he could go to the traffic police and get a driver’s license.
Now, thanks to the adopted amendments, this loophole will disappear. Such drivers will be able to pass the exam for the rights and obtain them only after the expiration of the prosecution period. And this is a year from the execution of the punishment.
In addition, the law introduces other novelties. Bus rights can be obtained only if there is more than one year of experience in driving other vehicles. That is, the “D” category or the “D1” subcategory is opened exclusively for those who have the “B” or “C” categories or the “C1” subcategory.
The rights of those drivers who drive higher categories of vehicles are extended. If the driver has the right to drive a truck with a trailer, that is, he has an open category “E” (trailer) to “C” (truck), then why can’t he drive a car with a trailer? Now he needs to undergo training and pass the exam for the “BE” category. From the entry into force of this law, the older category will cover the lower one. As long as the driver already has a category “B” license.
Established rules for exchanging driver’s licenses for foreign citizens. They will be able to change them only after passing the exams in the traffic police. Drivers of passenger cars will only have to pass an exam on knowledge of the traffic rules of the Russian Federation. And truck and bus drivers will first have to go through training at driving schools. After that, pass the exams for rights. And only then get the right to drive this transport. The exception is drivers from Belarus.
Clear deadlines are established for the need to exchange rights. Foreign drivers must change documents within a year after receiving a residence permit in Russia or citizenship of our state. These rules also apply to citizens of Russia. If they obtained rights in another state, the documents must be exchanged for Russian documents within a year after the first entry into the territory of the Russian Federation with a driver’s license.
But there is an exception to these requirements. Belarusian drivers can work in Russia with their national rights.
The law will take effect on April 1 of next year.
